Local Government expenditures
The bulk of local government expenditures is regulated by law or subsidized by the national government. These expenditures are mandates by law.
The following are mandated by national law:
Compulsory education: School class size no larger than 40 students per class
Police: Minimum staffing levels
Garbage disposal: Collection and treatment of waste services provided by cities, towns, and villages
Health care: Nursing services provided by cities, towns, and villages
Nursery education: Protection of small children without parental care
Water and sewage: Water supply and treatment
Most public services are provided by local authorities, which must meet staffing and service levels set by the national government.
